United Nation Global Projects (UNGP): The Commission is the Secretariat of the Union entrusted with executive functions. It is composed of 8 Officials: A Projects Director/Chairman, a Deputy Chairman; Eight (8) Contract Evaluation Members and Staff members. The structure represents the Union and protects its interest under the auspices of the Assembly of Heads of Countries as well as the Executive Committee.

Infrastructure development is a key driver for progress across the African continent and a critical enabler for sustainable and socially inclusive growth. The Program for Infrastructure Development (PIDA) provides the strategic framework for priority projects to transform Africa through the construction of modern infrastructure into an interconnected, Provision of Standard Health System and integrated continent that is competitive domestically and in the global economy.

The main objective of the Project Financing Summit (PFS) which took place in December 2020 was to mobilize key stakeholders to accelerate the implementation of PIDA. These stakeholders include lead government agencies, DFIs, private equity investors, infrastructure funds, commercial banks, pension funds, and insurance companies. The financiers have one goal in common which is a desire to identify and fund well prepared bankable projects in line with the growing investor appetite for infrastructure assets in Africa.

One way to expand the pipeline of bankable projects is to select a number of representative projects and begin to work systematically with national health care system, Regional Economic Communities (RECs) and financing partners to drive project implementation through the project preparation cycle. In this regard, the DFS pilots this approach by selecting 16 strategic and regionally balanced projects from the PIDA priority action plan (PAP), which are at different stages of the project development cycle.

MISSION AND VALUES OF THE UGP

The mission of the Commission is become “An efficient and value-adding institution driving the African integration and development process in close collaboration with African Union Member States, the Regional Economic Communities and African citizens”.

The values to guide and govern the functioning and operations of the Commission are:

The Commission will endeavor to fulfill its Mission by developing clear goals and strategies. The values indicated above will constitute the basis on which the (UNGP): will achieve its Mission. They will also encourage the development of a service culture for the entire organization..

The Commission will be guided by the following principles:

  • Subsidiary and complementarity with other Organs, Member States and RECs
  • Results orientation, feasibility and impact focus
  • Close coordination and cooperation with the RECs
  • Coherence of policies and programmes
  • A networking approach that takes advantage of available resources through other players

Guided by these values and principles, the Commission will endeavor to achieve its Mission through implementation of clear goals and strategies and by committing the requisite resources for effective discharge of its mandate. This would require the (UNGP): presenting specific proposals to give full effect to its texts, and bring new possibilities and benefits to the citizens of Africa.

Mandate

  • To develop and maintain constructive and productive institutional relationship between Africa and the rest of the World as well as to coordinate the mobilization of extra budgetary resources.
  • To ensure inter-departmental coordination in strategic planning, for continuous monitoring and evaluation of programma outputs against action plans, as well as to assess the efficiency and effectiveness of programmes in realizing organizational goals and objectives. In addition, it shall provide and maintain research and statistical services that will cater for the needs of the entire Commission, other Organs of the Union, RECs as well as Member States.

CORE FUNCTIONS

  • To prepare rules and procedures for Policy formulation, coordination and evaluation.
  • To promote internal best practices concerning strategic planning, monitoring projects and evaluation.
  • To survey and propose overall operational priorities of the Commission.
  • To assist Directorates and Offices to develop strategic planning skills.
  • To organize coordination meetings on policy formulation and strategic planning.
  • To lead and provide support for sartorial research projects, and ensure their effective implementation.
  • To develop and manage a Research and Statistics Services for the Union.
  • To prepare the Annual Report of the Commission.
  • To produce an approved annual statement on general orientations and priorities relating to operational and administrative programs and activities.
  • To propose training programs relating to programme designing and programme coordination.
  • To ensure that Statistics Unit is easily accessible to all Organs and the Member States and able to provide updated statistical information.
  • To design and implement monitoring and evaluation procedures for assessing programachievements and program effectiveness.
  • To strengthen existing relations and develop relations with other World regions.
  • To seek new areas of cooperation with international partners.
  • To promote a positive image of Africa within the international arena.
  • To popularize the African Union and market its programs and activities.
  • To initiate, develop and manage policy for international cooperation and resource mobilization.
  • To coordinate and develop strategies for resource mobilization.
  • To coordinate the process of proposal and project formulation.
  • To coordinate the process of project and programs monitoring and evaluation.
  • To develop outline for progress reports.
  • To initiate, develop and manage strategies for sustainability, self-financing, income generation and investment.
  • To facilitate logistical support to coordinate inter-action with partners.
